Acting in an antisocial manner can cover a wide range of behaviours, from serious harassment to littering or even dog fouling.
Anti-social behaviour affects different people in different ways. For some people it means living next door to nuisance neighbours, for others people it's about graffiti, litter or abandoned cars on the street.
